Actually, more like lepers, or people with cancer. Or all three. Just no flesh eating.

WW3 wiped almost everyone out, leaving twisted humans named The Terminal; strange creatures like dragons, among other things; and people capable of performing magic.

Your body can handle only so much power-output. As in, push yourself too hard, and you'll basically get a cold. Or the flu, depending.

There is technology. Just, kinda rusted, broken-down tech. Half of it, anyway. ;)

People can either be born with their powers, or be infected by the Terminal, in which case one of three things could happen. A: They are killed by the Terminal. B: They themselves become Terminal, or C: They have semi-twisted powers.
