The City of Song

No one simply calls the city 'Song', if asked where they're from anyone who lives there calls it The City of Song. Because it's mostly home to dragons and Dragon Rider, and dragons can be a little over dramatic about things like that from time to time.

As for the city itself, the dragons make sure the spaces within the rings are kept inhabitable by any and all they pick up as Riders. The mountains below are large caverns where dragons can roost in their natural forms, have lives and families and live as normal, while the city itself requires them to shift into a humanoid form to traverse.

The City of Song is a self-sustaining colony. Everyone works in whatever way they can for the betterment of their neighbors and their ways of life. From minding children to farming to cooking and serving food, everything is communal within The City of Song. The dragons keep the peace, and any Rider unwilling to work within the city is quickly dealt with; either the dragon disowns them, or both dragon and Rider leave for other places.

Crimes are punished on the circumstances, with an understanding of why the crime happened being put as the most important aspect. If things can be fixed so it doesn't happen again the individual is usually simply given a warning and the resources they need, but if it was a crime of hate or selfishness or anything in that vein then exile is the usual punishment. Because to the dragons, not having access to such a high quality of life with communal living and losing the protection of the dragons as a whole (if not their individual dragon as well) is punishment enough.
