Name - What's the name of Council of Worlds?

Description - How would you describe Council of Worlds?

Two Master Leaders from each world (Aerith, Earth, Cavihos) gather together every 3 years for determinings and meetings.
(There are six leaders, they're a Council)
[They have judicial, executive and legislative power, like the NPC]
They (most often times) rely on the votes of the peoples from all three worlds, but if faced with a large problem, they have the power to execute/change a rule or order if it will help or benefit the Worlds.
[They (singularly) have all this power but can only execute an order if the rest of the Council agrees.]

The council also consists of two
Bookkeepers (treasurers) who are in charge of all the money, where it goes and how it is spent. Not a single shelling (coin) is miscounted, misplaced or stolen.

You also have three advisors, (different each meeting) one form each world, who are just commoners who provide insight from each world they're from. They provide advice and ideas from the public for the Council. [Just like the CPPCC of China] They are called 'Adviseors'.

Lastly, you have the Judges. The Judges are those who provide judgement over the Lawbreakers of their world. (There are two for and from each world) The two stays within their world, and the only time they appear before the Council is if the lawbreaker has committed a serious crime.
This is similar to a court, with each world having two of its own people to provide the judgement. This is called the Court of Two.

Power Structure - How is Council of Worlds's power structured? How is it organized? Who has what powers?

There are 6 Leaders, two from each world, who hold the power to change the Rules of the Worlds. But they are just the elected representatives. When one dies, s/he will be replaced, but if s/he makes a ruling or decree that the people do not agree with, s/he may be banished from the council (forever) and replaced.

The Councils power comes from the people.
They (the council) have the power to promulgate laws, write decrees, and impose punishments to the guilty.

The Representatives never received more money than the average income of their world.
They were interviewed (when the people demanded or were suspected of greed or 'power hunger') by the judges of their world and based on their responses, would either continue to serve or be banished.

There are the 'reporters' who record and share what went on in the meetings for the people,

Sociopolitical - What sociopolitical ideologies does Council of Worlds hold?

Social: Praise your respective (gender neutral) Spirits of Chaos (World Cavihos), Peace (World Aerith) and Neutrility (World Earth). Do not worship any other idol. (With the exception of Earth).

Political: Every year provide five infants from each world to the Order of Protection (founded on Aerith) for protection and enforcement.

Any unnecessary burning of fossil fuels or natural growth or littering is strictly prohibited. Trash cans are there for a reason.

Taxes (1) consist of donating 1/10th of what you own (every month) to the GongXiang organization, that then distributes this to other places or worlds in need.
Taxes (2) Also consist of paying a certain amount of money (depending on your income) towards the Council's Bookkeepers who deal with it accordingly. (They use it to pay leaders, the Order of Protection and the Army/Navy/Marines, and distribute it to the poor)

(Set of ideas, values and norms widely accepted throughout the system.)

For the Peoples of Aerith, the most important thing to them is cultural identity (National Identity), as Aerith is mostly made up of regional cultures (The Mountain Peoples, Lakeside, Hallows and FairFields)

Earth is Earth. They have a lot of ideologies and different parts of geoculture.

Cavihos is different. It's normal to fight, to bribe and steal despite numerous attempts by the Leaders and Representatives of other worlds to try and 'fix' them and their society. Violence is a part of their life.

The 3 (main) Laws that all citizens of the three Worlds must abide by:
1. No idol worshiping. Only allowed to worship the 3 great spirits. (With the exception of Earth)
2. No mindless killing or greedy plundering.
3. No adulterous or sexual assaults.

[1] is punishable by several years in a place of confinement.
[2] and [3] are punishable with death.

 
Immigration - What immigration policies and ideologies does Council of Worlds hold?

Immigrating from one world to the other is illegal due to the upbringings of the person. Each world has their own set of rulings which differ from each world.
People from different worlds have been known to clash before, and several wars are linked to persons crossing over and interacting/forcing their way of life on the other.

The Spirit War that occurs every 1000 years benefits the winner's world, so the people always look forward to it, with each world hoping for their Spirit to win.

Criminal System - What is Council of Worlds's criminal system like?

According to her/his world and actions, the criminal will appear before the two representatives and three other judges of rules, like a court system. Punishments ranges from doing hard work, to confinement time, to death.
If the criminal has crossed over worlds and broken several rules, s/he will appear before the six Representatives and his/her punishment will be severe.
If s/he has not crossed over, but committed the same crimes, he will appear before the Court of his/her respective world.
If the two Judges deem his crimes serious, they will submit a paper to the Council Representatives, and the Council will judge the lawbreaker according to his crimes.

69.43% agree with this system, and the representatives are working hard to increase this percentage, which is raising by a rate of .04 every 3 years

Most all governments on Earth are unaware of this system due to it's neutrility, and the representatives agree that 75% of Earth's population would not be able to process this information of the worlds, turning to the chaos side and tipping the scales.

Most of the people are happy with the system as it helps them and benefits them to a certain extent.

The 'Peace Force,' also known as 'Conciliators,' is made up of all three worlds, used to enforce the law, hunt down (escaped) criminals, make sure people are staying in their respective worlds, and taking World Crossers to the Representatives.
They also patrol borders and protect the people from predators and other harm

 
Navy - What does Council of Worlds's navy look like?

Like the military, the 'Sea Sailors' patrol the ocean borders, making sure no group of fishers or sea hunters are over working/fishing their part of the ocean, and no illegal activities are being conducted.

 
Airforce - What does Council of Worlds's airforce look like?

The 'Feather Force' patrols the airs on (Aerith) Amphiptere or (Cavihos) Wyverns [two or three people per drakon] making sure no illegal hunts are being carried out. The younger and smaller drakons act as scouts and messengers.
The Feather Force also provides air support to the Representatives when they travel to the chosen world of the meetings.
Smaller dragons and other creatures are also used for transport.

None in Aerith and Cavihos, only on Earth, but Earth's space program is unaware of the other two worlds.

Earth is an orb of swirling blue and green
Aerith is an orb of swirling fiery red and dark purples
Cavihos is an orb of swirling black and dark cream (desert) colors.
These three orbs are overlapping the other, and on each indent is a crystal. One crystal is just one shard. The second is two shards and the third crystal is three shards.
Curling up the sides you have olive branches, and underneath the orbs and crystals, you have the outline of the African Elephant, representing peace and unity.

 
Notable Wars - What notable wars throughout history has Council of Worlds been involved in?

Every 1000 years, the Trinity forces will battle for dominion, and the winner will have their respective power rule for 1000 years, until the next battle. The recent 1000-2000AD winner was Neutruality, but the host died under mysterious circumstances almost 400 years before the end of her reign and wars have broken out due to Spirit Khaos interfering with Earth and Spirit Pease trying to stop it.
The Spirit Neutuality continues to grow stronger and take a new host to return to bring neutruality.

 
Holidays - What holidays are relevant to Council of Worlds's history? What holidays does it recognize?

Each world has their own set of holidays. Mostly monsoon rains, full moons, Great Harvest, Christmas, New Years, Deaths Day, Khaos Coming, to name a few.

Vehicles - What vehicles does Council of Worlds use or own?

In Earth, the people use automobiles, trains, planes and other electrical/carbon vehicles.

The peoples of Cavihos use automobiles as well, but on occasion (when the pollution is particularly bad) they will revert to using horse-drawn carriages, (2 legged dragons/Egyptian dragons), and other non-carbon emitting forms of transportation for a year or two.

For the World of Aerith, they prefer using non-carbon emitting forms of transportation, such as the (no legged dragon), horse-drawn carriages, and other similar ways.
