Lead by King Cole, the Birie council controls the capitol city of Birie.

The source of their power comes from King Cole Directly.

The council has as pyramid type structure, with the king at the top, followed by the council which consists of a Head of Architecture, Commander of Defense, Manager of Districts, Treasurer, and Chief Planter.

Mercantilism

The government is for the most part not involved within the lives of peoples, but any raids upon citizens must produce results in case of backlash.

Due to the plague, immigration is highly regulated. To enter into the city, a proof of citizenship, work visa, or the good word of a resident of the city must be used. A person must prove they are not contaminated by the plague by breathing upon a rat and waiting three days in the refugee camp to see if the rat becomes infected.

The use of natural sea ports and mountains within the region creates a trade dynamic where valuable ores are exchanged for luxury goods not common in other places.

Each district has a trial day each week where anyone convicted of a crime is tried upon with innocence until proven guilty. Anyone can take part in jury and are encouraged to do so.

In the year 467 AC a rebellion against the then King Robert arose, and although it was put down, Robert was killed and his brother placed on the throne, who seeing the people's disparities, created the council to allow the people more say. The Brire council is used as a basis for all governments in Shas Shos.
