Most liquid water from the surface of Skyre has long since evaporated and joined the cloud layer. Skyren colonists now collect water from the clouds
Skyre is a medium-sized planet on the smaller side.
Far below the dense gaseous cloud cover, the surface of Skyre is intensely baked by convection, making for an altogether inhospitable environment for most kinds of life. The artificial, unintentional development of these conditions is what led the Skyren to take refuge above the clouds.
Despite these developments, some of the higher mountaintops that break the cloud layer remain habitable and tenuously arable.
Under the dense cloud layer, the climate of Skyre is excessively hot and unsuited for complex life. Thankfully, the atmospheric composition and climate conditions above the clouds is still acceptable for supporting Skyren life.
