Founding Story - How was The Collected Sectors of the Earth (the Collection) founded?

In the year 2786, Russia and Mongolia formed an alliance with the purpose of taking over and adding the rest of the world's countries to their Collection. They succeeded in November of 2821, and formally founded the Collected Sectors of the Earth in January of 2822. They numbered their fifty sectors based on order of annexation. The Sectors were then divided into Provinces, no more than ten for each Sector. A few Provinces have nicknames, and are referred to by their nicknames, although in any document they will still be a number one through ten. Each Province is run by a Provincial Leader, each Sector is lead by a Sectoral Leader, and the entire Collection is run by the Collector. The Collector is a monarch, and the new Collector will always be the family's first born, no matter the gender. Occasionally the Collector is murdered, and then an election is held, as the Collection has deemed this family unfit to rule. Anyone in any class can run for Collector, as the position is determined based on who would be a good Collector, not on social statues. At least four Collectors were born into Lower class, and two were from Middle class. Only seven times has the Collector been murdered. The group behind the assassinations remains unknown, although many speculate it is the work of the Android-Human Alliance, although they deny any and all accusations.

Beef is the most common meat. Chicken, duck, turkey, and lamb are most available for the Middle class. Pork, ham, bacon, and sausage are considered higher class foods, as pigs aren't raised as much anymore. Meat has been altered to be sweeter and provide more nutritional value per serving.The Upper class drinks more juices, wines and flavored milks, while the Middle class drinks things like coffee, whiskey, vodka, and water. The Lower class drinks mostly water or beer. Tequila is not permitted as of 3025.
The classes are separated into five groups:
Nonexistent class
Lower class
Middle class
Upper class
Government
Those in the Nonexistent class do not legally exist. They are what people used to refer to as 'homeless'. Now, however, the Government and Upper class completely deny their existence. Most of the people in the Middle class either don't now they exist or actively help them. Most people in Nonexistent don't have families, and if they do, they aren't biologically related. They earn money by illegally selling alcohol, drugs, and sweet fruits to the Lower and Middle class, or by prostitution. Some save their Bolts, and some spend them immediately.
Those in the Lower class are average. Their families typically range from zero to three kids. Both parents work, and one the kids most likely does as well. Each working member probably makes around fifty Bolts a week. They tend to live in one story houses, and they often home-school their children.
Those in the Middle class aren't quite upper class, but they certainly aren't lower class. Their families range from two to four kids. Both parents usually work. They typically send their kids to public school, and help their children themselves instead of hiring a tutor. They live in one or two story houses, and each parent makes about one hundred Bolts a week.
Upper class families tend to be those who made it rich and keep getting richer. They often hold power as Sectoral or Provincial Leaders. They often move up to Government or vice versa. Usually only one parent works, as it's not necessary for both to work. They have around three to six children, mainly to ensure that at least one is able to keep the family fortune going. They live in houses with two or three stories, and the working family member makes about three hundred Bolts a week.
Government class families tend to have the whole family involved in some sort of political scheme. Those in the Government class work in the First Sector, and although they are all getting paid, they hardly work at all. Each working family member brings home about five or six hundred Bolts a week, depending on the specific job they perform.
