Very cute and bubbly, acts happy all the time, almost like a marshmallow, too sweet for this world. But most of this is a defense mechanism for his inner insecurities - when he bottles his emotions too much, he can have emotional bursts, usually through his anger.

Taps feet on the ground very fast or jumps around the room when excited, holds his index finger on his chin while thinking, becomes silent when scared or intimidated, tends to start crying when angry

Proving his quirk is not as weak as he was told, finding a good use for it

His parents were both heroes from wealthy families with pretty good quirks and a good reputation in their local area. Even though they initially married each other for love, they later started thinking that maybe, with the right adjustments, their child could have a better quirk than both of them. So by using the bio engineering method, they hoped they would get a child with a special type of quirk. Initially, when Kuroji was born, both parents were thrilled, eager to find out what quirk their son was gonna have, although the boy did not show any signs of having a quirk until long after he turned 4 yrs old. The first time it happened, Kuroji was in kindergarten and turned his entire body monochrome after an older kid scared him. Initially, everyone was freaked out because of his appearance (his scleras had turned black) and the fact that the kid who had scared him had turned monochrome as well after touching him. It took the teacher an entire hour to calm Kuroji, who was convinced he had somehow hurt the older kid and was crying his eyes out because of it. In the end, it was determined his quirk was not harmful and that its effects were temporary, although the exact use of the quirk was not immediately concluded. After a few months, it was finally established that his quirk was a debuffing quirk, that allowed him to weaken other's quirk by touching them - this did not sit pretty well with the boy's parents, who had expected something totally different, given their own set of powers that they were hoping to pass on. In the end, the parents blamed the scientist who performed the bio engineering procedure for their son's abnormal quirk and even though it wasn't the child's fault, a cold wall was established in the family. Kuroji was no longer surrounded by the full affection of his parents, who now treated him in a slightly colder manner. From that point on, the boy was raised more strictly, permanently told that if he ever wanted to have something he'd have to earn it. This lead to Kuroji becoming a hard working boy, displaying an increased intelligence during his middle school years, being the top student in his school - this was considered to be the aftermath of the bio engineering process, which had increased many of his stats, but also randomized his quirk. He rarely ever displayed his true quirk in front of anyone, so he was eventually believed to have an Intelligence quirk by his classmates, fact that seemed to rise his position in the eyes of his parents.
When his little sister was born, all the hopes of the parents were directed at the young child who unlike Kuroji, had been conceived the natural way, without any tampering of her genes. Her quirk ended up being something closer to the parents' expectation, unlike Kuroji's Monochrome. Even though he was not upset that his sister had a better quirk, it sparked his need to put his own quirk to good use, to prove it's not entirely useless no mater what it took

Monochrome

Absorbing too much color from the targets leads to a drop in absorption rate, which in turn weakens the effects of Monochrome (this quirk works like a sponge, he can only absorb as much color until it fills up). When reaching the limits of his quirk, he starts regaining his body colors (eye, skin color etc)

Allows him to debuff the quirk of anyone he makes physical contact with. Side effects to this are the monochromization of the victim. Due to the gene tampering, his quirk was able to be developed so much that he could debuff a quirk so hard, it could count as almost erased
