Ok, so, I'm speaking about New York City. Upstate would be, like, Albany. The boroughs of New York City are Brooklyn, Manhattan, Staten Island, The Bronx, and Queens. Staten Island, The Bronx, and Queens are open at the moment. And it's fine.

Not really, you can do some research on the borough you choose, but your character’s persoanlity Is all up to you!
