Instead of oceans, the nations are divided by deep forests. Everyone fears the forests. There are only 4 countries, one of which is never traveled to. The other three countries have severely restricted travel between them because of the APC. The only 'regular' flights are ones to dump Undesirables at the drop-off zone. Why they are all dumped in the same place, no one knows. But no one questions it either.
