Yes, you need to click (or tap) on "Inbox" in the upper-right corner of the screen. From there, you can start a new conversation with whoever you want. All you need to do is type in their username and your message. Voila

I'm using google chrome. Where is it though? On the upper right corner all I see is a question mark thingy, my name, and a little arrow that when I click, there's a menu.

I am able to DM people, but they have to DM me first. When I try to send a DM first, the page blinks and leaves me where I was. It doesn't send. What do I do?

It took me a while to figure it out, but some people have @ in their names, and some don't. You have to make sure that the name is selectable from the drop down menu that comes up when you type out their name, and you must make absolutely sure if they have an @ or not.

Just to be clear: if you wanna message some named @so-and-so, you have to type @so-and-so. If the person is just named so-and-so with no @, you just type so-and-so.
