So my lil villain characters run a town so could like there being dealings with the town or whatever and my villain characters happen to be in the city when they bring in Eberaus?

As once she finds out that Eberaus isn't the particular dragon she is looking for, she'll more than likely either let Eberaus go freely. Though if you have a charrie who is wheeling and making deals, she may be willing to listen to the deal
