(I dunno, but it probably shouldn't be at The Cidatel. It's too big of a place, and besides, the R.A.C. doesn't know their location. So he'd either have to try and intercept them on the way there, or later when they're out in the open again. Also, I believe Zodiac is a dragon if I'm not mistaken, so that seems like a pretty obvious thing to have flying around…)
