curse words become curse words according to situation and intent
the f-word (sorry, I don't swear lol) was actually an acronym during like victorian era used in court for prostitution. I believe it stands for "for unlawful carnal knowledge" tho I did hear from chuck that it stands for "fornication under consent of the king" but…. yeah
anyways
it wasn't always a swear word
and Chuck doesn't understand why Americans made it into a swear word

update
the "for unlawful carnal knowledge" is a false folk etymology but the site gave no more info…
and heck was actually like an 18th century euphemism for hell and the combination of the two words is actually retrofitted and doesn't fit the etymology of the two words bc the f-word wasn't a curse word until relatively recently
