It's somehow very oily and very dry at the same time and I have a ton of acne and scarring and nothing I do makes it better
AH!
First things first. Start drinking more water. This is suuuuuper important. Your skin creates oil because it's trying to hydrate itself, when you dont drink enough water–it works overtime to try to keep itself healthy. Being dehydrated also makes your skin dry in the parts where you do not have enough glands to create hydration.
I would also recommend doing a few deep gentle skin masks (1 a week for a few weeks should kick start your skin) soothing clay masks with avocado, coconut, coffee, aloe, and cucumber are the best for this. Keep these on for a bit longer than the instructions say.
MOISTURIZE
Neutrogena has a FANTASTIC line of moisturizers for all different types of skin that is also (cheap) really gentle. I used this like crazy as a teenager and it really really helped. I use more expensive products now (because Auntie is a posh Bitch), buuuuuut this is a great place to start. Also– I think I've recommended this before but at Ulta (my fav store. omg) there is a line of skincare products called Mario Badescu that has WONDERFUL products for boosting skin. I use the facial spray daily just for a little pick me up. These products are on the cheaper side too!
Cleanse daily and use a GENTLE exfoliatant and–i cant stress this enough–your fingersssssss. Using a wash cloth or scrub can and will damage your skin more which will make the oiliness worse as it tries to constantly repair itself. All you need to do is gently massage your skin–not rip it off. Pay attention to products that use: salicylic acid
glycolic acid, beta-hydroxy acid, and benzoyl peroxide, these attack acne. BUT BE CAREFUL–not all of these are beneficial to all skin types. For me– products with salicylic acid work the best. I recommend trying a few products before you find one that suits you. You should see significant changes within a week or else that product is garbage.
St. Ives (ironically) has a GREAT cleanser line sold at target for a really good price for the amount you get. I current use the Apricot Mud scrub and its so fantastic, but I've also used the Bamboo Green Tea scrub. Dont be afraid to mix and match too! A good product should be able to fit seamlessly in with another.

Costco/Sam's Club sells this amazing crack vitamin line called Hair, Skin, and Nails. Im sure you can find it at other places but costco just has the best prices. Anyway– its a once a day pill that is full of all the nutrients that your body needs to boost healthy growth in the specified areas. For healthy skin you'll need vitamin A, C, E, and D! Most of these are antioxidants too so they will help other parts of your body feel like a million bucks.

- Stridex (largest amount of acne medicine allowed in a non-prescription product
- Baking soda cleasner (lightens scars)
- A good moisturizer for that dryness will work wonders.

Not for everyone's skin. Proactiv is one of the only things that works for me.
I was lucky enough not to need Proactiv, but a friend of mine got put on it. It dried him up like a raisin. So dry, in fact, that he got nosebleeds at least once a week. For reference, he only got noebleeds once in a blue moon before taking Proactiv.
That stuff is so not good for your skin. It scarred Jay's face. :(
