Okay so. First of all, knowledge is power, and like Eris said, learning about other cultures and other skills, etc. Is really important. But there's also a scientific reason why.
The arts improve your cognitive function (including attention span, ability to comprehend information) and brain development. Things that kids do when they do art stuff develops fine motor skills (painting, drawing, even dancing). Creating art and dancing develops your brain better than it would without this training, by lengthening your attention span, and further improving your ability to process information. Researchers have found that people who do performing arts "differed in many white matter regions, including sensory and motor pathways, both at the primary and higher cognitive levels of processing".

Performing arts also improve your public speaking skills. Performing in front of an audience at a young age gives you the confidence to effectively speak in public.

Perhaps the stores think the plastic ones are cheap enough they feel it's worth the not hassle.
It would make more sense to find a way to make light, fairly heavy-duty bags that are canvas or a plastic/canvas hybrid and give those out, and then offer a rewards program for people who reuse them. Or use boxes and stuff like Costco the best place to hide during the zombie apocolypse

Yeah, I'd love to see them at stores for free, they're reusable and convinient for carrying stuff even out of stores. I usually take them with me on trips to carry things in, especially if something will be too big for my cinch sack.
I got a massive bag from the Hasbro Pulse booth at SWCC, it's at least 2 feet
I can fit myself into my canvas bag that i use for grocery shopping.

I think that Costco would be better than Target, simply because Costco has way more stuff, and it has it all in bulk. Sleep in the inflatable raft. Use the kitchen knives to stab zombies. Eat all the frozen food. Close the giant entrance with giant metal garage doors. Climb the super tall shelves to get away from zombies. It's perfect.

Actually I think you have. If people are to be forced to learn math and reading, which can be argued are necessary to life, then your take on art is probably correct. Not 100%. But make it a 95.
