So I had this idea about a story (set in Victorian England) where the antagonist is a crime family that is basically running London under everyone's noses. They are really powerful and have a lot of resources to get information and the like. They are almost like a German mafia (they are German in heritage).
I thought of everything for the villains, but I'm lost on the heroes and unsure about the plot. Does anyone have any ideas?
maybe there are rebels trying to out the crime family and the child of one of the rebels gets into a tangle with the child of the crime family and they have to work together for some reason (and let's be real this has the makings of a romeo & juliet mafia story). or maybe another crime family tries to worm their way into town and it's just a bunch of antagonists fighting each other to be the biggest baddie.
