Now, in what was so long ago called Moscow, humans have evolved a special way of living, guarded by the feral dogs that are descendants of those that roamed the city before it crumbled. They are not tame. They do not protect the human out of loyalty. But the two species have worked out a system where one benefits the other and vise versa. Two travellers stumble across this old cit and learn more about their unique culture

What I originally imagined was travelers (humans) coming to the city. Personally, i'm not too into the sentient dog idea.
