I came up with an idea to write a mute oc a story. In that universe people have basic super powers, and his is to control people with his voice when he is talking with intense emotions. I've fleshed out the characters and their basic personalities and stuff, but I don't know how to start writing. I also don't know if i'm putting my oc through too much angst.

The basic plot is that Basil, the oc, is mute. His family consists of his dead mother, his younger sister, and his dad. He is gay (all of my oc's are gay, oops) and his dad is extremely homophobic. When his dad found out, he started mentally abusing Basil with his super power (he can read & control people's thoughts to a limit. He can't ever make them do something they don't want to). He tried to force the "gay" out of Basil's head but failed so resorted to trying to beat the gay out of him. One of the things that his father uses against him is Basil's sister. He would do anything for his sister and has. Basil is mute because when he was younger he got in an argument with his younger sister and accidently commanded her to get hit by a car. She then, under control did just that. Basil ran after her and caught her, causing only a broken arm & hand. She has long since healed and forgiven Basil. Unfortunately, Basil has never forgiven himself and now refuses to use his to talk in fear of hurting anyone else.

There was an unnecessarily long description, but i felt most of it was important. Any thoughts or ideas about the background and/or plot?

That definitely seems like something I'd read :)
Once I have my plot and my characters down, I like to write a short outline. I go over how I want my story to start and how I want it to end and everything important thing in between. I hate outlining, but if I didn't do it, I'd get lost and wondering where my story should go. That's my advice to start writing: outline. Find a beginning, middle, and end.
If you've done that and you have trouble actually writing your first chapter, I can't really help you much. I struggle with having a great opening so I usually come back to that. Happy writing :D
