Our hero Ash travels to the new region, Akuma, in hopes of fighting new gyms and meeting new friends. Akuma is a region filled with only pokemon from previous regions, so it's not all that exciting on the outside. Team Rocket, Jessie, James and Meowth, follow him to the region in an attempt to finally capture Pikachu. Once there, both Ash and Team Rocket learn that there is much more excitement and an already settled evil team on the region.
This is where Team Phantom, an evil Pokemon team who mysteriously steals and returns Pokemon, comes in. Team Phantom is much weirder than the other evil teams; they return the Pokemon they steal, they don't where anything more uniform than a badge with the ghost type symbol on it and nobody in the team talks about their leader or their other top members. What Ash, Team Rocket and the citizens of the region don't know is that Team Phantom is experimenting with human/Pokemon fusion and the leader and her top three members (which are inspired by the Sinistrio from Pokemon Ranger's Team Dimsun) are each fused with a different one of four out of the 9 eeveelutions. Once they have enough research and resources, Team Phantom plans to first fuse everyone in Team Phantom with a Pokemon and then go onto the region and maybe even the world.
