After @Avhira and @-Cinnimon- took over the world via plan Jerisnakenomni, they appointed a council of british cats. The world became peaceful, with the cats punishing anyone who broke the laws that most agreed were reasonable.

Mortemer, the leader of the Cats, is an all-powerful being that helped Avhira and -Cinnimon- rise to the throne. the Universe is now perfect in the eyes of most, and the Councils (Cat and Human) listen to feedback, and try to make everyone happy.
