Design is similar to Squall's Gunblade from FFVIII, but the blade is much smaller. The gun is a Smith & Wesson Model 625, and the blade attached to the barrel is similar to a Rambo Knife with serrations on the back spine and ending at the clip point.
Aqua uses pressurized water either from a specific source or from the surrounding moisture in the air (coastal or tropical areas are primo for a "firefight"). He can also condense water around the blade to extend its length and add water to his slashing attacks. He can also freeze the water, making the blade bitter cold. Shattering it provides an AOE attack, or he could shatter it while the blade is embedded in a squishy bit.
