This is just gonna go down in a city similar to new york city, but not exactly the same as new york. There are two gangs.

The blood skulls
and
Deck of cards

The bloodskulls are the ones who deal with the more gory situations and jobs, hence the name bloodskulls. they deal in murders, jumping people and beating the crap out of them, anything thats gory and bloody its what they love to deal in. the more simple gang.

The deck of cards are the ones that do drug dealings, kidnappings, stealing, That kind of stuff. they tend to lay low on that sid not much of a fan of gore but will definitely do it if necessary. more likely to let you as long as you swear to silence. the more complicated gang.

These two mafias hate each other, absolutely hate each other, they would kill the other one if they could. Unfortunately they cant, with the police breathing down there neck. so they decided to put aside killing each other to take down the police and rein supreme over the city. then get back to killing each other.

Ranks for deck of cards;
King- ruler above all, rank can be stolen if beaen up or killed however the king has to agree to the match, if attacked unjustly or with no warning then they will either be sent to the holding bay and tortured or sent off from the mafia and cut off from them.
Queen- Similar to the king, can be a romantic partner or just a partner partner. King has to listen to their input. cannot be beaten by being killed, has to be choosen by current queen to be the new queen.
???- Their rank name is unknown, no one knows who they are or where they came from unless they are close enough to tell you. (secretly the king and queen or kin and old queen or queen and old kings child. only a few of these are allowed.)
Joker- The wild card up there sleeves.
diamond- The money dealers, they supply the mafia with what they need, usually dont stick around because if their parents found out they would be cut from their money.
Aces- the sharp shooters and assassins.
Heart- the medics, and healers. (one the reasons for conflicted is they think the other mafia copied them)
spades- spys, information dealers,
Jack- drug dealers
clubs- lowlife thugs

Ranks for Bloodskulls
Skulls- leaders everyone listens o them no matter the rank
Skullings- children of the skulls only a bit two of these
Jaw bones or Jaws- Harden veternarins of the mafia, tough cookies.
Heart- healer, medics
Ribs- Protects the organs or the skulling they have been assigned too.
Lungs- MoNieS supplier
Brains- the actual smart people
Eyes- SpYs

police rankings:

Police technician- entry-level position involves assisting sworn personnel in follow-up investigations of assigned cases, enforcing parking laws and issuing citations, directing traffic at accident and crime scenes—and a myriad of other tasks that support police departments

police officer- just a regular rank officer takes emergency calls and non emergency calls.

police detectives- investigates crimescene, tries to figure out cases and way to mafias.

patrol officer- just goes around the city looking for mafia members to arrest, there's a day patrol and night patrol but the day patrol is it more subtle then the night one.

police deptuty- the second in command

chief of police- The head guy main man the leader of the police task force.

Personality: bold and creative, deconstructing and rebuilding ideas with great mental agility. The ultimate devil’s advocate, thriving on the process of shredding arguments and beliefs and letting the ribbons drift on the wind for all to see. Energetic and charismatic. Also quite jaded and cynical at times, to the point where he gives the impression that he would totally watch the world burn if it was. Bio/backstory: Reed lived as your average troubled kid/ high school dropout delinquent for most of his life, spray painting and vandalizing the streets. He and his sister managed to stay together as they were passed from foster home from foster home. He had been introduced to the Deck of Cards by some friends before, but he didn’t join them until after his sister’s suicide. He usually goes around spreading civil unrest by spray painting messages from the Deck of Cards

Bio/backstory: He was conceived by the queen he grew up in the gang and even when he was little he could tell that his mom didn't want to be there. he would suggest them to run away together but she would always say no. when he grew up to be bigger and older he decided to learn how to fight to protect his mom from anyone that might due her any harm. He doesn't talk to many people besides his mom and has done some dirty deeds for the gang.

Nickname: Red or Ace, or if you're looking to loose some limbs; both.
Alignment: neutral evil (in it for herself, plain and simple.)

Personality: Dangerous. Grace doesn't have an inch of pity for the people that are killed or manipulated. She used to find it hard, then fun and now it's more of a family game. Like monopoly, it's not particularly exciting but once she started she had to win.
Grace has an older brother, a big guy in the Blood Skulls, he might even inherit the throne one day without an epic smackdown and even though he's one of the top fighter they have, she could incapacitate him in minutes if she wanted to. Which is why, she's not allowed into any major leadership positions, she has no obligation to morals or order so she does what she believes and that's it.
Grace is called Ace, mainly because Blood Skulls treats her like a lunatic assassin, they call her in for the big jobs, pay her well and turn their backs to the mass bloodshed. That's how it's been for years.
Though it's important to note, unless she's going out for an intimidation tactic, Grace doesn't relish in chaotic or evil actions (as much as she used to). It's a dangerous personality/alignment to have with a history and disorders with those such as hers. She's pure evil without the vulnerability. Easily bored, shifty and ready to flee at any moment. Always listening with a photographic memory and a perfect poker face at all times. Doesn't sleep, blurts out laughter randomly, quite possibly insane.
She's down to go murder some civilians or work at a homeless shelter all weekend, the question is; what's in it for her?
Bio/backstory:
She doesn't know much about her family, her uncle 'raised' her brother and her inside the Bloodskulls as Skullings. When they found out just how comfortable she was with massacring families, the skulls constrained her action on the field. Then she got bored and blew up half of their main drug operation of the time.
Gracelyn was born with a mental disease that literally makes her immune to pain, which makes her an unhinged weapon of destruction basically. You can shoot her down and she'll keep fighting until her heart gives out, literally. Her brother is the only one who never hovers his hand over his gun in her presence.
So they opted to give her Skull clearance and her own apartment in the safer areas (far away from the drug operations) of the city. Everyone below the skulls, and quite frankly most street kids/gangs/regular folk, know who she is and everyone in Bloodskulls excepts her judgement without fail.
Role: Bloodskulls
Rank: Lips (is what her brother and other skullings call her), but she's technically a skull.
Goals: generally seeking something that won't bore her, something permanent. A challenge perhaps, a partner maybe. Whether in crime or romance she hasn't decided.
Fears: that she'll loose so much emotion that she would kill her own brother, never finding a point in life. She also has severe Somniphobia, not because of nightmares but because of the vulnerability of a sleeping body.
Likes: her brother, collecting eyeballs, rings covering her fingers, the sound of rain and mystery novels.
Dislikes: instances of confusion, self-pity, chicken and blunt knives.
Appearance: You could recognise Grace from her posture a mile away, no one looks like that. She walks like she radiates death (which, of course, she does) and she sits up straight with eyes never meeting the people talking to her in a condescending matter (not necessarily on purpose). Thick, frizzy black hair, twisting and bouncing around her face uncontrollably. Olive complexion laced together with freckles, a cold blue stare and a thin (did I mention dangerous?) smile. Tends to wear dark, flexible jumpsuits on jobs and light knitted sweaters everywhere else. Generally misleading, well-kept look considering her cackle when she rips organs out.

Personality:'m just gonna start out by saying this, she's a bitch. She's on the weaker side so she's not usually a front lines fighter. She does however always want things to go her way and gets upset when they don't. Shes a little masochistic and sadistic bitch. She may look innocent but not even acid could clean this females mind. She is soft for somethings tho. If you crack her exterior act then you will see some of her soft moments. On interaction she will insult you- and if she finds out she enjoys your company or she thinks your soft she will lessen the insults if not she hates you.
Bio/backstory:she belongs to the mafia called the bloodskulls.the brutalest gang in the city, she is one of the few skullings, born of the queen not knowing who her father is she grew up inside of the gang and that obviously is not a great place for a child to grow up in and be influenced by. She grew up thinking what she was doing was good and well developed her sadistic tendendacies, then when she was tazed one time when the police tried to bring her in she found out her masochist tendencies. She helps the gang by torturing people and gathering information. When she was little, everyone in the gang laugghed at her and insulted her bc she was so small and frail looking,while her mom her ws so amazing and strong. So when she got old enough she threatened all of the people who ever made fun of her that she would torture them in there sleep or murder them so they neever did it again. she has a condition that makes her bones extremely fragile.

Bio/backstory: His mother passed from complications when his little sister was born about 4 years ago. His father killed himself three years later. Right after finns 18th birthday. He was doing great before that. In his freshman year of college. studying pre med. He wanted to be a doctor. Now he’s taking care of his sister and is struggling to make ends meet. That's why he joined the gang as a medic. He tells himself it's only until he has enough money saved up and a safer job but he knows he's too far in.
Goals(optional): Go to med school, become a doctor, keep his sister safe, get out of the gang
